Overview:

    • Effective March 29, 1997, all colleges and universities are required to comply with the final regulations of the Solomon Amendment (32 CFR Part 216). Failure to comply may result in the loss of various forms of federal funding. The purpose of this document is to explain the procedures at the University of South Carolina regarding compliance with the Solomon Amendment.

    • The Solomon Amendment differs from FERPA. Solomon is based on the definition of "Student Recruiting Information"

While FERPA is based on the definition of "Directory Information." At USC, all items defined by Solomon are included in our FERPA release definition, except for age (or year of birth):

Definitions:

    • Student: An individual who is 17 years of age or older and is enrolled at a covered school.

    • Enrolled: Registered for at least one credit hour of academic credit at the covered school during the most recent, current, or next term.

    • Student Recruiting Information (If a student requests that directory information be withheld under FERPA, this protection will be honored under Solomon; the student's information will not be released):

      • Name

      • Address (local, permanent)

      • Telephone number (local, permanent)

      • Age (or year of birth) and place of birth (USC does not collect this information)

      • Classification (freshman, sophomore, junior, senior, graduate student, law student, medicine student)

      • Major

      • Date(s) of attendance (translated under Solomon to be semester-of-enrollment)

      • Degree awarded

      • Most recent educational institution attended

    • Sub-population definitions under Solomon are limited to the data elements included in the definition of "Student Recruitment Information." Sub-population definitions according to veteran status, academic performance, ethnicity, gender, or dropout status are specifically excluded under Solomon. At USC, we will provide sub-population definition according to:Information released is for military recruiting purposes only and must not be redisclosed to a third party. The request for information must be in writing on letterhead that clearly identifies the military recruiting organization. Military recruiters must be from one of the following military organization and may be request only one retrieval per semester:

      • Year of birth

      • Classification (freshman, sophomore, junior, senior, graduate, or professional students)

      • Major

      • Degree awarded

      • Campus

Air Force - Air Force Reserve - Air Force National Guard
Army - Army Reserve - Army National Guard
Coastal Guard - Coast Guard Reserve - Army ROTC
Navy - Navy Reserve - Navy ROTC}
Marine Corps - Marine Corps Reserve - Air Force ROTC

Procedures:

    • All responses to Solomon Amendment requests for information will be processed centrally. Military recruiters are to submit their Solomon requests to Gail Stephens, Office of the University Registrar, University of South Carolina, Columbia SC 29208-0001. Any requests sent directly to Campus Registrars should be immediately forwarded to Gail Stephens.

    • Military recruiters are required to submit their request in writing, on letterhead that clearly identifies their military recruiting organization. Upon receipt of the request, the recruiter will be sent a "Solomon Amendment Request for Information" order form.

    • The military recruiter will complete the order form and return it, along with required payment, for processing. The established fees are:

List - $50.00 Labels- $.04 each (minimum of $50.00) Diskette - $51.00

  • Requested information will be provided in either printed report form, labels (gummed or Cheshire) or a data file (on a 3.5" IBM compatible disk, fixed length records).
