MARTIN LUTHER KING, JR., DAY OBSERVANCE COMMITTEE
CHARTER
(Current 07/22/02)

PURPOSES:

The Martin Luther King, Jr., Day Observance Committee (MLKJDOC) serves as an advisory committee to the Dean of the University. The committee helps plan, conduct, and assess USC Sumter's annual observance of Martin Luther King, Jr., Day, usually the first Monday in January following the January 15 birthday of Martin Luther King, Jr. Members of the committee coordinate all aspects of the activities that constitute the campus' observance, including but not limited to recommending the physical location, sequencing, and timing of the various elements of the observance, a budget for the observance activities, any music for the observance activities, publicity for and promotion of the observance activities, recommendation of possible keynote speakers if one is to be part of the observance activities, refreshments and/or food, coordination of the event with classes and other scheduled events on campus, and the post-event assessment.

As part of the committee's annual budgeting process, the MLKJDOC will seek funding from a variety of campus sources, including but not limited to the Cultural Events Committee, the Korn Trust, and Student Activities, as appropriate to the number and types of activities planned for the observance. In keeping with the acknowledged importance of an annual observance by and at USC Sumter of Martin Luther King, Jr., Day, and as the sponsor of this committee, the Dean of the University will work closely with the committee in developing the annual event budget, and will provide the balance of funding necessary to support this important campus event.

As a Standing Institutional Committee, the sponsor of this Committee is the Dean of the University. The empowerment limits of the committee are to plan, assess, and recommend to the Dean of the University, and to coordinate as necessary and appropriate with other working units and standing committees.

PROCEDURES:

The MLKJDOC will meet as necessary. All members will have voting privileges. Officers will be elected annually from among the current membership of the committee. Unanticipated vacancies on the committee will be filled as soon as reasonably possible upon recommendation by the responsible organization or individual, and will be for the duration of the unexpired term of the vacant position. All terms end on June 30 of the year indicated in the term of appointment. Except for ex officio members, all members of the committee serve voluntarily and at the pleasure of the Dean of the University. The committee will publish minutes of meetings, to be distributed to all faculty, staff, and student organizations, and other members of the campus community as requested or needed.

This document supersedes all previous charters, in whole or in part, for the Martin Luther King, Jr., Day Observance Committee, including the one dated December 3, 2997.
